Yamori, the yakuza boss who runs CHOFU as chairman of Tousei-kai, taunts Kikyou over the phone and casually reveals he has expelled Janga. Back at base, Kikyou tells Usuzumi the truth behind Tousei-kai’s rise—a three-year-old pact with the TOKYO Government—and that the group is tied to MATOU, so TW18 resolves to bring it down. Meanwhile the siblings and Yu-ri ride the tram into Zone 3, each with a hidden aim, as a breakout from an island prison warns that CHOFU is about to turn violent…
