Yamori keeps Kikyou on the phone for the pleasure of it. He is a respectable man now, he insists, chairman of the Tousei-kai, a political support body that has given the government donations and votes and rolled every CHOFU yakuza into one. She tells him a new sign does not change what a man is. What he actually called to say is that Janga has been excommunicated: the fool went after the GEJI-GUMI, and the Tousei-kai cannot be seen near a killing, so a rotten son gets snipped off. He hangs up first. Kikyou explains the history to Usuzumi, because he joined too late to know it. Three years ago Yamori escaped the blame for a war by making a deal with the government: unify the CHOFU gangs, keep paying, and hand over his own young head, “Hellwalker” Abarashi, to exile. In return he got legal business, and with it the Mamushi-gumi and the Hiru under him. Usuzumi wonders aloud whether the arrangement is not working fine, and gets the answer he was missing — the Tousei-kai is tied to MATOU. Then he wants it destroyed too. On the tram out of MACHIDA, Ojiki’s nutrition pills go into Soujun’s pouch, Alice talks three visas past a conductor using photographs of herself in disguise, and Yu-ri admits what is in the case: the concealer’s money, and a summons to show his face. Alice asks him to keep her sister out of it. Far away, a prison on an island reports an escape.
